⊚ would you~? 는 정중의 표현이라기보다는 do you~? 처럼 의문문의 한 형태이다.

➞ How about turning down the TV? 하지만 how about 은 옵션 중 하나를 골라서 

질문하는 형태이기 때문에 이 문장은 잘못된 것이다.
